Staffing shortages are leading to current staff being overworked, and students\u2019 IEP minutes not being met. The Alliance has received permission to publish this email exchange between a district parent (and former SDW teacher) and Dr. Sebert. The parent repeatedly raises questions about what the district is doing to fill the numerous open SPED positions and to reduce turnover. Dr. Sebert&#8217;s answer is vague and insufficient, particularly given the seriousness and legal ramifications of the situation.\u00a0<\/p>\n<p>The Alliance is concerned that litigation will be the only solution that will get SDW and Dr. Sebert to address this situation with the seriousness and speed it deserves.<\/p>\n<p>If you suspect your student is being affected by this situation and not having the terms of their IEP met, please <a href=\"mailto:allianceforeducationwaukesha@gmail.com\"><strong>contact the Alliance<\/strong><\/a> and we will do our best to connect you with people and resources that can assist you. I thought since today&#8217;s Discover SDW topic was &#8220;Student Services\/Special Education&#8221;, today was a good day for this discussion. As a stakeholder who is committing the time to be part of this group so that I can ask these questions and get clarity on these concerns, it was deeply concerning that despite it being the topic presented, no one seemed to know the current state of our SPED staffing. When asked who I should ask about this, I was told that Jennifer Gennerman could get the information, but didn&#8217;t know &#8220;off the top of her head&#8221;, but I argue that she should know. As should Dr. Sebert and every other director and administrator in SDW. As of 2\/9 there are at least 14 Special Education Educator openings, with five new SPED resignations\/retirements on the upcoming board agenda. With each current, active opening there are students whose legal minutes are not being met. This should be in the forefront of every administrator&#8217;s mind. This is crucial and urgent. How could the presenter of this topic, knowing they are in a room of invested stakeholders, here to discuss this exact topic, not be aware of these openings? Instead, what was shared was the exact same general information already shared at the School Board Meetings.<\/p>\n<p>Here are the current SPED openings (as of 2\/9):<\/p>\n<ul>\n<li>Director of Special Education\u00a0<\/li>\n<li>Special Education Assistant- South<\/li>\n<li>Special Education Assistant- Bethesda<\/li>\n<li>Special Education Assistant- West<\/li>\n<li>Special Education Assistant- Hawthorn\u00a0<\/li>\n<li>Special Education Assistant- Butler<\/li>\n<li>Special Education Assistant- General SDW<\/li>\n<li>Special Education Teacher- Butler<\/li>\n<li>Special Education Assistant- Butler<\/li>\n<li>Substitute Special Education Assistant<\/li>\n<li>Bilingual Special Education Teacher- Butler<\/li>\n<li>Special Education Assistant- Banting<\/li>\n<li>Special Education Assistant- Les Paul<\/li>\n<li>2 Speech\/Language Pathologists<\/li>\n<\/ul>\n<p>So now that I have brought to your attention that there are so many openings at this point of the school year, which I have no doubt leaves a large door open for legal liability due to lack of fidelity in IEP plans, what are you doing to make this situation better?<br \/>\u00a0<br \/>Many of the most common complaints of SPED aides in the district that I have talked to is that they are scheduled for just under full time so that they are not officially &#8220;full time&#8221; and eligible for benefits. I understand that this is of financial interest to the district, but with the cost of staff turn over and lack of qualified applicants, it seems like it would be considered. If not that, what else are you doing to urgently get these positions filled and reduce the mid-year turnover you are facing?<br \/>\u00a0<br \/>Mackenzie Novitski<\/p>    <\/div>\n<\/div>\n<!-- \/module text --><!-- module text -->\n<div  class=\"module module-text tb_5x3b399  repeat \" data-lazy=\"1\">\n        <div  class=\"tb_text_wrap\">\n        <div dir=\"auto\"><em>Hi\u00a0Mackenzie,<\/em><\/div>\n<div dir=\"auto\">\n<div>\u00a0<\/div>\n<div><em>Thank you for being a part of Discover SDW. As you could see, Ms. Gennerman did her best to answer your questions. Perhaps you have seen the recent\u00a0article that Wisconsin has lost close to 20% of its bus drivers. Aides are a very similar workforce group in terms of being hard to find. We have done two job fairs this year in an attempt to recruit aides yet still have vacancies\u00a0like many other districts. Accordingly, as Jenn discussed, we take an all hands on deck approach among the adults within the school. It is our collective\u00a0job to work together\u00a0to meet the needs of all kids.<\/em><\/div>\n<div>\u00a0<\/div>\n<div><em>Thank you,<\/em><\/div>\n<div><em>Jim<\/em><\/div>\n<div>\u00a0<\/div>\n<\/div>\n<div><em>Dr. James Sebert<\/em><\/div>\n<div><em>Superintendent of Schools<\/em><\/div>    <\/div>\n<\/div>\n<!-- \/module text --><!-- module text -->\n<div  class=\"module module-text tb_nffl050   \" data-lazy=\"1\">\n        <div  class=\"tb_text_wrap\">\n        <p dir=\"ltr\">Dr. Sebert,\u00a0<\/p>\n<p dir=\"ltr\">You often blame \u201cnational trends\u201d for this district\u2019s shortcomings, but are so quick to take credit for national trends that are reflected positively in our district. Shifting blame aside, other surrounding districts that offer full time employment to their special education assistants have significantly fewer SPED related staff openings than SDW currently has. Because I believe the data is important, we currently have 17 openings (some that are multiple positions within one job posting). Local districts who offer full time employment (as opposed to just under full time) include Kettle Moraine, which currently has one opening, Wauwatosa, which has seven, and, for the sake of districts with comparable size in which you are familiar, Fond du Lac has four.\u00a0<\/p>\n<p dir=\"ltr\">Although I appreciate your response, it was another example of a non-response to the actual questions being asked. Let me ask again, for a third time.\u00a0 If not offering what many applicants want, which is full time employment status, what else are you doing to urgently get these positions filled and reduce the mid-year turnover you are facing? Winter job fairs aren\u2019t crucial for districts who retain their staff for the entirety of a school year.\u00a0<\/p>\n<p dir=\"ltr\">You might have thought that Jenn Gennerman did her best to answer the questions posed in this informational community session. In that case, I don&#8217;t feel like her best is good enough for this district. When hired for this job she was quoted in the Freeman saying\u00a0&#8220;I applied for the [SDW] position because it was a unique opportunity for me to bring my knowledge and skills around data and continuous improvement to the area of student services and special education, where I started my career.\u201d Given her self-proclaimed strengths are special education and data, she should have given some actual answers to the simple questions regarding SPED staffing openings and ratios rather than \u201cdon\u2019t quote me\u201d and \u201cI don\u2019t know\u201d. This was her presentation on this exact topic. It\u2019s her job to know and you both should be embarrassed by neither of you knowing the current state of your schools. For the record, a community member asked Jenn about the SPED staff caseload. She answered with \u201cdon\u2019t quote me but I think it is 1:12\u201d citing CESA. She may consider familiarizing herself with the SDW SPED staff on the frontline, specifically, a teacher who had 18 students on her caseload last year.<\/p>\n<p dir=\"ltr\">You and Ms. Gennerman both claim there is an &#8220;all hands on deck approach&#8221; among the adults within the schools. As someone who has seen this in action under your leadership, it means people being forced to do unpaid work, work they&#8217;re not qualified for, working without breaks, burning out and eventually quitting and making the staffing hole even bigger. I was asked to \u201cfigure it out\u201d as a teacher in SDW and I saw first hand just how many IEPs were not being carried out the way they were legally intended, because teachers were asked to embrace an \u201call hands on deck\u201d approach. This is illegal. If teachers were fully transparent with the families of the students they were serving, about how IEPs were not being met, there would be a line of lawsuits waiting. The Alliance has received permission to publish this email exchange between a district parent (and former SDW teacher) and Dr. Sebert. The parent repeatedly raises questions about what the district is doing to fill the numerous open SPED positions and to reduce turnover. I thought since today's Discover SDW topic was \"Student Services\/Special Education\", today was a good day for this discussion. As a stakeholder who is committing the time to be part of this group so that I can ask these questions and get clarity on these concerns, it was deeply concerning that despite it being the topic presented, no one seemed to know the current state of our SPED staffing. When asked who I should ask about this, I was told that Jennifer Gennerman could get the information, but didn't know \"off the top of her head\", but I argue that she should know. As should Dr. Sebert and every other director and administrator in SDW. As of 2\/9 there are at least 14 Special Education Educator openings, with five new SPED resignations\/retirements on the upcoming board agenda. With each current, active opening there are students whose legal minutes are not being met. This should be in the forefront of every administrator's mind. This is crucial and urgent. How could the presenter of this topic, knowing they are in a room of invested stakeholders, here to discuss this exact topic, not be aware of these openings? I understand that this is of financial interest to the district, but with the cost of staff turn over and lack of qualified applicants, it seems like it would be considered. If not that, what else are you doing to urgently get these positions filled and reduce the mid-year turnover you are facing?<br \/>\u00a0<br \/>Mackenzie Novitski<\/p>\n<em>Hi\u00a0Mackenzie,<\/em>\n\u00a0 <em>Thank you for being a part of Discover SDW. As you could see, Ms. Gennerman did her best to answer your questions. Perhaps you have seen the recent\u00a0article that Wisconsin has lost close to 20% of its bus drivers. Aides are a very similar workforce group in terms of being hard to find. We have done two job fairs this year in an attempt to recruit aides yet still have vacancies\u00a0like many other districts. Accordingly, as Jenn discussed, we take an all hands on deck approach among the adults within the school. It is our collective\u00a0job to work together\u00a0to meet the needs of all kids.<\/em> \u00a0 <em>Thank you,<\/em> <em>Jim<\/em> \u00a0\n<em>Dr. James Sebert<\/em> <em>Superintendent of Schools<\/em>\n<p dir=\"ltr\">Dr. Sebert,\u00a0<\/p> <p dir=\"ltr\">You often blame \u201cnational trends\u201d for this district\u2019s shortcomings, but are so quick to take credit for national trends that are reflected positively in our district. Shifting blame aside, other surrounding districts that offer full time employment to their special education assistants have significantly fewer SPED related staff openings than SDW currently has. Because I believe the data is important, we currently have 17 openings (some that are multiple positions within one job posting). Local districts who offer full time employment (as opposed to just under full time) include Kettle Moraine, which currently has one opening, Wauwatosa, which has seven, and, for the sake of districts with comparable size in which you are familiar, Fond du Lac has four.\u00a0<\/p> <p dir=\"ltr\">Although I appreciate your response, it was another example of a non-response to the actual questions being asked. Let me ask again, for a third time.\u00a0 If not offering what many applicants want, which is full time employment status, what else are you doing to urgently get these positions filled and reduce the mid-year turnover you are facing? Winter job fairs aren\u2019t crucial for districts who retain their staff for the entirety of a school year.\u00a0<\/p> <p dir=\"ltr\">You might have thought that Jenn Gennerman did her best to answer the questions posed in this informational community session. In that case, I don't feel like her best is good enough for this district. When hired for this job she was quoted in the Freeman saying\u00a0\"I applied for the [SDW] position because it was a unique opportunity for me to bring my knowledge and skills around data and continuous improvement to the area of student services and special education, where I started my career.\u201d Given her self-proclaimed strengths are special education and data, she should have given some actual answers to the simple questions regarding SPED staffing openings and ratios rather than \u201cdon\u2019t quote me\u201d and \u201cI don\u2019t know\u201d. This was her presentation on this exact topic. It\u2019s her job to know and you both should be embarrassed by neither of you knowing the current state of your schools. For the record, a community member asked Jenn about the SPED staff caseload. She answered with \u201cdon\u2019t quote me but I think it is 1:12\u201d citing CESA. She may consider familiarizing herself with the SDW SPED staff on the frontline, specifically, a teacher who had 18 students on her caseload last year.<\/p> <p dir=\"ltr\">You and Ms. Gennerman both claim there is an \"all hands on deck approach\" among the adults within the schools. As someone who has seen this in action under your leadership, it means people being forced to do unpaid work, work they're not qualified for, working without breaks, burning out and eventually quitting and making the staffing hole even bigger. I was asked to \u201cfigure it out\u201d as a teacher in SDW and I saw first hand just how many IEPs were not being carried out the way they were legally intended, because teachers were asked to embrace an \u201call hands on deck\u201d approach. This is illegal. If teachers were fully transparent with the families of the students they were serving, about how IEPs were not being met, there would be a line of lawsuits waiting.
