href="#espanol">Español abajo)

On Tuesday evening, over 100 parents, current and past students, and educators attended an extremely contentious meeting with SDW administrators about the future of the Personalized Learning Programs (PLP) in three of the district’s middle schools. Superintendent James Sebert, Deputy Superintendent Jen Gennerman and Director of Middle School Teaching and Learning Deirdre Garcia, along with the principals of Butler, Horning and Les Paul presented the reasoning for the discontinuation of the program. School board members Diane Voit, Mark Borowski, and Karrie Kozlowski were also present.

A short presentation was given by the administration which offered vague justifications for ending the PLP programs, many of which the Alliance has already raised concerns over, reiterated below:

District Claims:

Uneven/insufficient growth in MAP scores

Lack of consistency in the adoption of board-approved curriculum

Declining enrollment

The availability of charter schools (STEM & Montessori) with similar types of programming

Staff turnover

Alliance Response:

The district’s data failed to show that many of these students were already in accelerated programs and could only advance so much with testing when they were already grade level(s) ahead. Furthermore, the district only showed a one year snapshot of test scores, which does not give the full picture of either the effects of the program or the larger context in which these scores are being measured.

Because students in 6th-8th grade study together in these programs, many families expressed concerns about repeating and/or missing content in history and science if the programs are closed. The administration had no plan to address this concern. The administration also had no plan to address the concerns of families with students with IEPs who have been thriving in the programs. Consistency in curriculum is supposed to be about making teachers’ lives easier and making lesson planning more efficient - not about giving students a one-size-fits-all education.

Multiple parents pointed out that the PLPs were not allowed to promote the program last school year through open houses or visits to elementary schools, as had been custom in years past. Current middle schoolers are also not allowed to switch into the program, and most current 6th graders got in by word of mouth from other current and past families in the programs.

Many families last night expressed that charter schools were not an option for them because the charter schools do not provide bussing.

Between the extra workload of creating personalized projects for each student that meet the criteria and not having the option for teacher collaboration on site, burnout is a serious issue with the teachers in this program. However, a parent at the meeting asked: “This can’t be the first time you’ve heard this from these teachers. Why wasn’t anything done to help assist these educators in the 8-10 years of these programs? And what assistance are you providing for these teachers now moving forward with the current enrolled students?” The administration answered with silence.

District Claims:

Alliance Response:

Uneven/insufficient growth in MAP scores

The district’s data failed to show that many of these students were already in accelerated programs and could only advance so much with testing when they were already grade level(s) ahead. And what assistance are you providing for these teachers now moving forward with the current enrolled students?” The administration answered with silence.

The administration also claims that current students in these programs will be allowed to finish out their middle school careers in these programs as long as enrollment numbers are met.

If enrollment numbers are not met, the program will shut down with NO alternative options in place for these PLP students.

The administration’s presentation was followed by a contentious and frankly disturbing Q&A session, in which the above concerns along with numerous others were raised by attendees, and Dr. Sebert, Ms. Gennerman and Ms. Garcia had a difficult time answering those questions, often resorting to evasive and defensive responses, and, at multiple points, responding with nothing but silence.

At no point did any of the three administrators respond to parent questions with genuine empathy, understanding, or a desire to act as partners in the educational process. Unfortunately the Q&A session was essentially over before it began. The administrators were asked point blank if there was anything the families could say or do to have the decision tabled or stopped. They responded that this was their decision and they will present it to the Teaching & Learning committee next week.

Ultimately, last night’s meeting leaves us with more questions than answers.

What is the administration’s true motivation behind shuttering these programs?

Why does the district lack a plan to create and support programs that would attract families to our district rather than driving them away?

How long has the district known about the problems with staff feeling overworked, and why have they never moved to address those concerns?

Why is the district so focused on promoting charter schools, seemingly at the expense of our regular public schools?

Why does the district steadfastly refuse to engage parents and families in a transparent and timely manner when making these types of decisions?

What programs might find themselves on the chopping block next?

No one would deny that our district, and the education system as a whole, are facing difficult times. We acknowledge that there are problems facing the PLPs that need to be addressed, most notably concerning staff workload and retention. But when the going gets tough, it seems the SDW administration’s answer is to give up. To cut programs rather than to do the more difficult work of making them better and strengthening our district in the long run.

This district needs to step back from the brink and commence the difficult but ultimately necessary work of (re)building a school system that attracts new families. That makes people WANT to move here. That innovates in a way that doesn’t exclude. That educates ALL our students in the ways that best meet their diverse needs.

The proposal to discontinue the PLPs across the middle schools must be formally approved by both the Teaching and Learning Committee and the full board before becoming official. We invite and encourage parents, students, and other concerned community members to share their thoughts on the proposal next Tuesday, Dec 5 at 7 pm at the Blair Administration Building (301 Hyde Park Avenue). If board members truly value parental rights and a partnership between the home and the district, a decision to continue the program will be easy, and then we can address the more difficult problem of how to make it better.

If, however, this plan is pushed through, we will need to remember how the current board and administration ignore the needs, wants, or input of families and students, and vote accordingly in April.
